It's getting harder for student-loan borrowers in public service to get relief. When the Department of Education eliminated the SAVE income-driven repayment plan, it also made a key change to the Public Service Loan Forgiveness process, which forgives student debt for government and nonprofit workers after 10 years of qualifying payments.
